Perl Core Development Fund

I am pleased to announce the launch of the [Perl Core Development Fund](https://www.perlfoundation.org/perl-core-development-fund.html).
[Perl 5 Core Maintenance Fund](https://www.perlfoundation.org/perl-5-core-maintenance-fund.html) was launched in 2008 to support the development of the Perl programming language. Since then, we have awarded USD 670,000.
With the version change of the language, we will close the Perl 5 Core Maintenance Fund and launch the Perl Core Development Fund.
For those who would like to apply for grants, please take a look at the fund description.
Notable changes from the previous fund are:
- The fund is managed by the Grants Committee instead of the TPF Board.
- The Perl Steering Council is involved in the approval process.
I would like to thank those who provided valuable inputs in launching the fund, namely: the TPF Board members, Dave Mitchell, Tony Cook, Jason Crome and Matthias Bloch.
