Note that this proposal was reviewed in the September round ([previous proposal and comments](http://news.perlfoundation.org/2014/09/grant-proposal-ioall-redux.html)). While the proposal got more yes voters than nos, the committee decided not to fund it for the September round and review this again ([details](http://news.perlfoundation.org/2014/09/september-2014-grant-votes.html)). Ingy and David revised the proposal and we have posted the updated version.
