Perl Core Maintenance Grant Extension request

# Tony Cook
Tony Cook has been one of our stalwart maintainers of the Perl Core. His maintenance grant has come up for renewal. In the past year (since August 2022) Tony has done around 400 hours of work , reviewing around 300 tickets and applying around 35 patches.
This grant has been going on for 10 years with the initial application submitted in [May 2013](https://news.perlfoundation.org/post/grant_application_maintaining). This will be his sixth extension applied for.
Tony tends to work on a wide variety of issues, but principally his role has been to monitor and respond to issues raised, address them, His last 4 reports aravilable here for scrutiny,

As part of the transparency processes required for successful grant application we would like community feedback on Tony's contributions, before this will be submitted for voting by the Grants Committee Members.

Tony's contributions have been fundamental to the advancement of Perl, and this extension should definitely be renewed.
