Board review: Community Affairs Team

## Summary
The Perl foundation’s board members have had an opportunity to review the Community Affairs Team (CAT), actions and its processes. As a result, the board has chosen to put the CAT on hiatus while its charter is formalized, and is retracting the public announcements of previous investigations.
While the CAT has had board-sponsored training and a draft charter, the final charter has not been formally approved therefore previous CAT actions cannot be measured against it.
## 1. Retractions
Effective immediately, the CAT statements of 19 April 2021 and 2 May 2021 are being retracted. A note will be placed on the pages that held those statements stating that the board has retracted them. The sanctions were agreed by the board and therefore still stand.
## 2. CAT hiatus
Effective immediately, the CAT is on hiatus until such time as the charter has been formally approved by the Board of Directors.
Reports will not be accepted until such time as the CAT is chartered.
The board will work with all diligent haste to complete this process in collaboration with the current members of the CAT. Feedback and engagement with communities will be sought throughout this process.
## 3. Active reports
There are currently two incidents that have been reported to the CAT. These will be held for review until the charter is approved and the reporters will be notified of this.
## 4. Moderation intent
We do not wish the CAT to become a "court of law"; that said, the CAT needs to allow a certain amount of "due process" in the interest of fairness.
Therefore the rules and processes need to be made explicit, and the possible sanctions laid out clearly. These were addressed in the draft charter, but have not been properly formalized.
## 5. Behaviour in TPF spaces
When visiting TPF spaces and TPF activities (such as Slack, TPF lists, meetings and conferences), standards and expectations of behaviour are set by the board, and anyone participating is expected to adhere to these standards.
To reduce the chance of finding yourself outside these expectations, here are some suggestions:
- always treat others with courtesy and professionalism
- do not share others' personal information in public unless authorized to do so
- remember that everyone is different and might not interpret your messages as you had expected
- if you find yourself in a difficult situation
- work with the other person to clarify what happened
- avoid escalation
- take time away from the keyboard before reacting
Slack Administrators and board members have been entrusted by TPF to handle issues and moderate when needed. Although the first response will be a gentle reminder in most situations, the moderators have the right to remove messages or access at their discretion.
