Placing configuration in a database rather than flat file is not necessarily progress. In fact, I would consider it a step backwards.
Although I'm not a fan of ini-files, I would be very disappointed if I lost the ability to configure ACT via flat file.
The current configuration system allows me the following benefits:
* I can maintain my event configuration with revision control.
* I can easily port my configuration from one event year to the next.
* I can add arbitrary configuration items and then reference them from within the site.
